It's new and already applied on Dec 14, 2006. It's just sad for new Thai seller. The following is required for cross boder selling
Sellers wishing to sell items internationally will be required to meet the following two criteria:
• Be a PayPal Verified member
• Link their PayPal Verified account with their eBay registered account
